Summary of the strategic Plan 2009-2013

  The strategic Plan of the AOCI exposes the objectives which the AOCI wishes to achieve and the results that it hopes to obtain while contributing to the improvement of the competitiveness of the companies and the economies, of the governance during the next five years. It provides a framework from which the AOCI can establish clear objectives and define its program of work, in order to support progress on the questions of governance, competitiveness, economic security and the strategic thinking about the future of Africa.

   The strategic Objectives suggested, which constitute the base of this strategic Plan, reflect the interdependence between the economic, human, social development, good governance and the fight against poverty. 

   The strategic Objectives also reflect the importance which continues to have the Priority Fields of the NEPAD adopted in 2004 by the Africans Heads of States and the fields of intervention of the regional organizations of economic integration and the backers. 

   The AOCI will seek to work on various levels to achieve its goals of development, while concentrating on seven strategic Objectives. These objectives are integrated harmoniously in the vision of the NEPAD and the African Union as well as the intergovernmental priorities. The strategic objectives identified within the framework of this five-year plan over the period 2009 –2013 are: 

    1. Sensibilization/Training  – Capacity building
    2. Development of the private sector  – Business Competitiveness 
    3. Economic Governance and world Challenges:
    4. International trade and access to markets
    5. Local Governance and ICT
    6. Networks and Lobbying:
    7. Research and knowledge production:

   Each project or activity which AOCI will undertake in the future will be conceived and implemented in order to contribute to one or more of these strategic Objectives. The activities will be selected according to the needs and of the specific priorities identified in a context given or dependent on a specific question tackled by the AOCI within the framework of the programs which it proposes.

   It is obvious that the success of the OAIE in the implementation of this strategy will depend not only  on the increase of its internal capacities as Organization but also on the strategic partnerships which it will develop, in particular institutional partnerships, partnerships with the beneficiaries, the States and many others.

   Operational guiding principles. Each project or activity which the AOCI will in the future undertake in one of its fields of expertise will be conceived and implemented in order to contribute to one or more of these strategic Objectives. All the strategic Objectives will not relate to all the countries or contexts. The choice of strategic objective and of the action plan of the AOCI will be rather determined by the needs and the specific priorities identified in a context given or dependent on a particular question that the AOCI approaches in its offer of programs. All these choices will be guided by the framework and the direction that this strategic Plan proposes.
